Incubating Institutional Excellence

The Kerala Institutional Ranking Framework (KIRF) is a state-level initiative to assess and rank higher education institutions in Kerala based on key performance indicators such as academic quality, research output, inclusivity, and infrastructure. It aims to promote transparency, healthy competition, and continuous improvement among institutions, aligning with Kerala’s vision for excellence in higher education.

Erudite Scholar in Residence Programme

The Erudite Programme, initiated by KSHEC, brings distinguished scholars—including Nobel Laureates—to universities across Kerala. These scholars deliver lectures, engage with students and faculty, and promote research collaboration, significantly enriching the state's higher education ecosystem.

Outcome Based Education

As the UGC has made it mandatory for us to follow the system of Choice Based Credit & Semester System (CBCS) and Outcome Based Education (OBE), our UG courses with fairly well updated contents have been under choice-based credit and semester system.

Transforming Kerala’s Higher Education Landscape

The Kerala State Higher Education Council (KSHEC) is the chief advisory and coordinating body for higher education in the state. It plays a pivotal role in shaping policy, enhancing academic standards, and promoting equitable access to quality education.

 

KSHEC works in collaboration with universities, colleges, and the government to drive innovation, reform, and strategic development. Through its work, KSHEC ensures that Kerala’s higher education system remains inclusive, dynamic, and globally competitive.

People

The Kerala State Higher Education Council is guided by a distinguished leadership. The Governor of Kerala serves as the Patron, and the Chief Minister is the Visitor of the Council. The Minister for Higher Education serves as the Chairman. The Council is led by a Vice Chairman, with a Member Secretary appointed by the Government for a term of four years.

Advisory Body

The Advisory Council is a 35-member body comprising a diverse group of leaders and experts. It includes the Chief Minister, the Ministers for Education, Health, Law, and Agriculture, as well as the Leader of the Opposition in the State Assembly. The Council also features representatives of Members of Parliament of the State and State Legislature, along with members of the three tier Panchayaths, members of the Municipalities, and members of the Corporations.

Governing Body

The Governing Body is a 39-member high-power committee chaired by the Minister for Education. It includes all Vice-Chancellors of the State Universities, distinguished educationists with mandatory representation for Scheduled Castes, Scheduled Tribes, and women, as well as elected representatives from the Academic Councils of the State Universities.

The Executive Body is a 9-member team chaired by the Vice-Chairman of the Council. It includes a full-time Member Secretary, five part-time members, one Vice-Chancellor, and the Secretary to the Government, Higher Education Department.

This body is responsible for implementing the decisions of the Council and ensuring the smooth day-to-day functioning of its activities.

The Four-Year Undergraduate (FYUGP) offers a flexible, multidisciplinary education focusing on research, skill development and holistic growth of a learner. Kerala has adopted FYUGP in all its higher education institutions from the year 2024-25.

Moodle- LMS Training

The Kerala State Higher Education Council conducts hands-on workshops on the MOODLE-based Learning Management System (LMS) in online mode. These sessions are designed for faculty members of higher education institutions across the state.
Heads of Institutions (Colleges and University Departments) are encouraged to make use of this opportunity by submitting the list of faculty members who wish to participate.

Brain Gain

The 'Brain Gain' programme facilitates the visit of eminent non-resident Indian professors—particularly those from Kerala—to engage with higher education institutions in the state. The initiative is seamlessly integrated with the ‘Erudite Scholar-in-Residence Programme’, enhancing its reach and impact.

Digicol-LMS to Colleges

KSHEC, in collaboration with the Digital University of Kerala(DUK), launched the Let’s Go Digital initiative to train faculty members in the use of the Moodle Learning Management System (LMS). To date, over 100 colleges have benefited from this training.
DUK also provides LMS services through the Digicol platform and is planning the establishment of a dedicated data centre. Institutions can apply for both basic and advanced levels of training through KSHEC.

Digital Repository

KSHEC’s digital learning portal provides access to over 3,000 e-resources for undergraduate and postgraduate students across Kerala. Developed in collaboration with faculty, the platform ensures easy and effective access to study materials.
Future enhancements include expanding the repository to over 5,000 resources, enabling real-time course access, and establishing a state-level research repository.

Legacy Programmes

The Kerala State Higher Education Council (KSHEC) launched several impactful legacy programmes to strengthen higher education. The Chancellor's Award encouraged excellence among universities through recognition and funding. The Cluster of Colleges initiative promoted collaboration and resource sharing among neighboring institutions. The Learner Ecosystem Campus (Dhaishanik Paryavaran) transformed campuses into vibrant, student-centered learning spaces. Prabudata made complex scientific knowledge accessible to the public through simple multimedia tools, connecting research to everyday life.
