   Responses  on draft reports on the restructuring of    

    undergraduate courses and the scheme of cluster colleges

 

CONSOLIDATED SUGGESTIONS & RESPONSES FROM STAKE HOLDERS

 The Committee held discussion with the organisations of Teachers, Students, Principals, Managements and Academics on the draft prepared by the committees on Restructuring Undergraduate Education and Scheme of Cluster of Colleges.   The committees have received oral, written and electronic responses.  The need for radical restructuring of Undergraduate Education has been appreciated by all. The stakeholders have welcomed the proposals on the whole.  At the same time there was difference of opinion in regard to   details.  While a number of respondents have agreed with the scheme as proposed by the committees, others have given additional/alternate proposals in respect of some points. The names of respondent organizations/institutions/individuals are given in the appendix.

 

  ADDITIONAL/ALTERNATE PROPOSALS ARE LISTED BELOW.

 

Restructuring Under Graduate Education

1. Proposals in general:
  • Permanent mechanism for recommendation and implementation of  changes are required.
2. Semester pattern:
  • If first and second semesters are set apart for common core, international pattern of 10 + 2 + 4 may be followed to provide adequate time for in-depth study of the area of specialization.

  • The basic courses should be limited to four.

  • Semester system is not recommended for UG course since its implementation at the P.G. Level has not been very successful

  • The proposed scheme is market oriented.

3. Credit and Semester:
  • Detailed study and discussions are required for implementing   Credit& Semester system

  • Credit system is not needed for the UG programme.

  • Credit system followed should be same in all the Universities.

  • Should be implemented after providing necessary infrastructure facilities.

  • Implementation should not involve the appointment of permanent staff. Guest faculty may be appointed.

  • 2009 is too early for the introduction of Credit & Semester.

4. Multidisciplinary Courses:
  • Utmost care should be taken while switching over to multidisciplinary courses.

  • Excessive multi-disciplinarity could lead to dilution of standard.

  • Multidisciplinary approach is unscientific.

5. Specialization:
  • There should be adequate time for specialization in a subject.

  • No specialization is required at UG level

6. Integrated Masters Programme:

  • Must be limited to bright candidates.
7. Semester Evaluation:
  • Exam schedule published at the beginning of the academic year should not be changed.

  • The nomenclature “Continuous Assessment” should be used for “Internal Assessment”

  • Continuous Assessment component should not exceed 25% of the total marks of a semester

  • The System of Teacher Assistants should be introduced to help the regular teacher in internal evaluation to reduce his workload to manageable levels.  Research scholars may be used for the purpose by giving fellowship wherever possible.  Part time Teachers may also be appointed for the purpose.

  • 50% of the total mark should be for Internal Examination and 50% for University examination.

  • Odd semester exam should be conducted internally and even semesters by university.

  • Complete Internal assessment scheme cannot be approved.

  • Separate arrangements must be made for the evaluation of private students.

  • Internal mark should include mark for Attendance.

  • For proper implementation Teacher – Student ratio must be 1:30 /1:20 /1:10

8. Semester Duration:
  • Maximum time span of a U.G Course should be 10 semesters instead of 8 semesters.

  • Course lag should be avoided.

  • Academic calendars should be brought out in advance.

9. Minimal common core:
  • Language study should not be neglected.

  • The common core should include courses like language and communication skills, mathematical aptitude, Environmental Awareness, Computer skills, gender studies, arts and cultural studies and legal awareness.

  • Should appoint a faculty adviser to help the students to opt the course.

  • IPR should be included as part of the common core.

  • Physical education should be included as part of the minimal common core.

10. Popularization of IT:

  • IT should be included in the syllabus as a main subject.

  • Lecture mode should be minimized and IT tools can be used.

  • Training for teachers and academic staff should be taken up seriously

11. Students feed back:
  • Students feed back should be linked up with career advancement of teachers.

  • Feed back should not be from students alone; it should involve   all stakeholders.

  • Evaluation of all matters related to the administration of a college must be made.

12. Curriculum Design:
  • Syllabus revision should be completed at the beginning of the academic year itself.

  • Repetition of what is studied in the lower classes shall not be allowed.

  • Course materials must be of international standards.

  • When subjects for the courses are decided, qualification of faculty should also be taken into consideration.

  • Government / university should not produce any hurdles to the management in the admission to non-professional courses.

  • College should give freedom for curriculum design in non-professional courses.

  • Alongwith the degree programme Add-on Diploma courses of three months to one year duration may also be introduced to enhance the employability of students.

13. Examination reforms:
  • Questions, which only test memory recall of the students, should be avoided. Questions should comprehensively evaluate a student’s different levels of capability such as Information, Understanding, Knowledge, Analysis, Comparison, Application, Evaluation and Synthesis.

  • Uniform pattern of assessment for all semesters should be implemented.

  • Grading pattern should be reduced from 10 point to 7 point scale.

  • Overall grade point for awarding degree should be “C”.

  • Grading system should not be promoted because some students will be de-motivated on account of downgrading.

  • Grading is not necessary in UG course since it will create problems in PG admission.

  • Mechanism for improving grade should be provided.

  • Grace marks should be given for Sports students

  • There should be provision for improving grades.

  • Instead of absolute grading, relative grading should be introduced.

14. Dropouts of students:
  • Should give an appropriate certification in the subject showing the grade in the subject.

  • No credit should be given

15. Teacher Appointment:
  • Confirmation in teaching post should be based on commitment.

  • Experienced guest lecturers are more favored than permanent faculty.

16. Faculty Improvement:
  • Teachers have to be motivated through workshops, seminars, refresher courses etc.

  • Monetary benefits along with FIP must be given to any teacher who undergoes training / Certificate / diploma courses in related fields.

17. Application:
  • This report should be applicable to all streams of education

18. Induction Programme:
  • Specific training should be given to students of vocational courses. Others should be given training in soft skills.
19. Implementation:
  • Semesterisation should be given priority over Credit system.

  • Academic autonomy should be given to colleges when credit and semester system is implemented.

  • 2009 is too early for the introduction of Credit and Semester scheme

Cluster of Colleges

MOU should be necessary for implementing the scheme of cluster of colleges.

Should not in any way curtail the internal freedom of the colleges

Department level clusters are preferred over college clusters.

4

Manager / Management representative must be there in the cluster committee.

Specify details of programmes for exchange.

Use of facilities in one Member College by other members has to be with the permission of the Principal and HOD of the respective Departments.

The fund should be equally shared among the member colleges.

Fund can be released in the form of equipments instead of cash.

9

The identity and individuality of Govt. and Private Colleges have to be kept intact.

10 Criteria for identifying lead department :

a)    Result of the last five years of UG and PG

b)    Research projects undertaken by the department

c)     Number of Ph.D’s awarded and number of Ph.D holders.

d)    Number of placements in the last five years.

e)    Extension programmes undertaken by the department.

Rural colleges should also have representation in the clusters.

Cluster Government colleges in selected centres could be tried as a first step and will be more practicable than combination of Private and Govt. colleges.

There should be provision for imposing fine for damages.

Cluster experiments could be simultaneously conducted in different places. State level implementation after the evaluation of the experiment.

Role should be given local bodies for making the clusters work.

Common Library should be set up and these should be linked through society extension.

Teacher exchange programme could be   introduced in Clusters.  The minimum period should be three weeks and maximum  a full semester.
